Canadian Great Lakes Coastal Resilience Framework

Background

Environment and Climate Change Canada has provided funding to the Coastal Zone Canada Association (CZCA) to lead the development of a Coastal Resilience Framework for the Canadian Great Lakes. The CZCA have contracted Zuzek Inc., Dr. Lawrence Hildebrand, World Maritime University, and Linda Mortsch, University of Waterloo to assist with the framework development. This initiative will require an ‘all of society approach’ to develop and implement the framework to increase the resilience of our coastal communities, beaches, wetlands, and nearshore ecosystem. In short, the framework must be developed by everyone, for everyone, and implemented by everyone with lands, rights, jurisdiction, and interest along the Great Lakes coast. Resilience Definition for the Framework

The capacity of social, economic, environmental, and physical systems in coastal areas to cope with a hazardous event, trend, or disturbance, responding and reorganizing in ways that maintain their essential function, identity, and structure, while also building capacity for learning, innovative and equitable adaptation, and transformation.

PELEE COASTAL RESILIENCE COMMITTEE CASE STUDY

For the second year of the Resilience Framework development, the CZCA team is focused on engagement within the two littoral cells that converge on the Pelee Peninsula. A Resilience Committee was formed with members of the local community, the Caldwell First Nation, the Lower Thames Valley and Essex Region Conservation Authorities, Municipal partners, and senior levels of government. Through a series of in-person and virtual meetings the Resilience Committee is exploring governance needs, Steps 1 and 2 of the Framework, and contributing resources to a proof-of-concept resilience plan report.
